Finance Administration provides the financial policy direction, guidance and assistance for the operating programs in the Department of Finance. In addition, Finance Administration provides a wide variety of financial services to citizens, the City Commission, the City Manager, the City Auditor and Clerk, the City Attorney. City departments, and to other governmental agencies. Finance Administration advises the City administration on the budget and the financial condition of all City operations, and provides strategy to guide the financial operations of the City. Administration staff conducts special analyses and projects that ensure the financial integrity of the City by providing the highest standards in services through the development of sound planning, policies, practices and procedures. The result ensures a clear division of duties and necessary internal controls over the City's cash and investments, revenues, expenditures, fixed assets, accounts receivable, accounts payable, accounting and payroll.

Special Assessment Districts

St. Armands Special Assessment District

The St. Armands Special Assessment District was created in 1994 to purchase property on Fillmore Avenue for additional parking for the businesses located on St. Armands Circle. A Bond was issued for $1,795,000 in order to purchase the property, with the principal and interest on the Bond being paid by the St. Armands Circle property owners over a twenty-year period.

Glen Oaks Estates Special Assessment District

The Glenn Oaks Estates Subdivision Special Assessment District was created in 2011 to design and construct a privacy wall in the Glen Oaks Estates Subdivision. The project will be paid by a special assessment levied against each parcel of real property located within the Glenn Oaks Estates Subdivision, payable over twenty years as an assessment placed on the tax bill of the benefited property.

Golden Gate Point Streetscape Special District

In 2005, The Golden Gate Point Special District was created by City Ordinance 05-4624 under Chapter 189.4041 of the Florida Statutes. The boundaries of the Golden Gate Point are made up of all parcels of real property located on Golden Gate Point. Golden Gate Point is a dependent taxing authority with the power to levy millage to construct and maintain enhancements and improvements within the public rights of way on Golden Gate Point including, but not limited to, brick pavers, sidewalks, striped perpendicular parking, the undergrounding of all utilities and provision of landscaping enhancements.

Downtown Improvement District (DID)

In 2008, The Downtown Improvement District (DID) was created by City Ordinance 08-4832 under Chapter 189.4041 of the Florida Statutes. The boundaries of the DID includes all non-residential parcels within the downtown core of the City. The DID is a dependent taxing authority with the power to levy up to two mills, with City Commission approval, for the purpose of purchasing supplemental services (maintenance, security, sanitation, promotions, infrastructure and capital improvements.)

St. Armands Business Improvement District (BID)

In 2006, the St. Armands Business Improvement District (BID) was created by City Ordinance 02-4382 under Chapter 163.511 of the Florida Statutes. The boundaries of the BID are made up of all parcels of real property located within the CT Zone District in the vicinity of St. Armands Circle. The BID is a dependent taxing authority with the power to levy up to two mills, with City Commssion approval, for the purpose of purchasing supplemental services (maintenance, security, sanitation, promotions, infrastructure and capital improvements).
