AFFORABLE HOUSING ADVISORY COMMITTEE GUIDELINES

Board Membership - Qualifications and Other Requirements:
a) The members shall consist of the following:
- One citizen who is actively engaged in the residential
home building industry in connection with affordable housing
- One citizen who is actively engaged in the banking or
mortgage industry in connection with affordable housing
- One citizen who is a representative of those areas of
labor actively engaged in home building in connection
with affordable housing
- One citizen who is actively engaged as an advocate for
low-income persons in connection with affordable housing
- One citizen who is actively engaged as a for-profit
provider of affordable housing
- One citizen who is actively engaged as a not-for-profit
provider of affordable housing
- One citizen who is actively engaged as a real estate
professional in connection with affordable housing
- One citizen who serves on the Planning Board/Local Planning
Agency
- One citizen who resides in the City
- One citizen who represents the employers in the City
- One citizen who represents essential services personnel
as defined in the Local Housing Assistance Plan
b) The State of Florida requires that each
eligible municipality participating in the State Housing Initiatives
Partnership Program must establish an affordable housing committee.
The purpose of the committee is to review the established
policies and procedures, ordinances, land development regulations,
and adopted local government comprehensive plan and to recommed
specific actions or initiatives to encourage or facilitate
affordable housing while protecting the ability of the property
to appreciate in value.
c ) Financial Disclosure Forms are required by State law.
d ) The City Commission makes appointments from submitted
applications to the City Auditor and Clerk.
e) The Commitee shall meet no less than
quarterly each year. An annual report of recommendations must
be submitted to the City Commission no later than December
31 of each calendar year.
f ) Committee members shall be appointed for a three year
term, however, initial appointments shall be as follows: Four
(4) members shall be chosen to serve one (1) year; four (4)
members shall be chosen to serve for two (2) years; and three
(3) members shall be chosen to serve for three (3) years.
Terms of service shall be staggered.
g ) Commitee members shall automatically be removed from membership
for failure to attend three successive meetings, excluding
workshop meetings, or at such time that the member's absences
exceed 25% of all scheduled meetings (including workshop meetings),
in a given year if the absence has not been approved by the
Board, in advance, for good cause shown. Members failing to
attend a meeting during at least 75% of the time the meeting
is in session shall be considered not to have attended the
meeting.
h ) This board consists of eleven members.
