BOARD OF RULES AND APPEALS
GUIDELINES

Establishment: Chapter 11, Article III, Sarasota City Code
Board Membership - Qualifications and Other Requirements:
a) The members shall consist of the following:
one (1) member—licensed architect
one (1) member—licensed engineer
one (1) member—licensed mechanical contractor
one (1) member—licensed general contractor or licensed building contractor
one (1) member—licensed fire sprinkler contractor
one (1) member—licensed fire alarm contractor
one (1) member—licensed electrical contractor
one (1) member—licensed plumbing contractor
two (2) members who by reason of education, experience, and knowledge are deemed to be competent to sit in judgment of matters concerning the state building code and the state fire prevention code
three (3) consumer representatives who are not, and never have been a member or practitioner of a profession regulated by the board or a member of any closely related profession. Each member of the board shall reside in the city; or shall own property in the city; or shall own a business located within the city, unless the special requirements for membership warrant an exception. The board shall, to the greatest extent possible, be composed of members with expertise in building construction and fire safety standards, however, no more than one of said members shall be engaged in the same business, profession, or line of endeavor
Each member of the Board shall reside in the City; or shall
own property in the City; or shall own a business located
within the City, unless the special requirements for membership
warrant an exception. The Board shall, to the greatest extent
possible, be composed of members with expertise in building
construction and fire safety standard.
b) Members should have reputations for integrity and community
service, as well as have demonstrated an interest in the type
of activity pertaining to the purpose of the Board. Members
should also be representative of the community-at-large and
reflect the racial, ethnic and cultural makeup of the community.
c) Financial Disclosure Forms are required by State law.
d) The City Commission makes appointments from submitted
applications.
e) No person shall serve on more than one Board simultaneously
unless special board membership requirements, pertaining to
special qualifications of members, warrant an exception.
f) Board members shall be appointed for a three year term.
Terms of service shall be staggered. No person shall serve
more than two full consecutive terms on any one Board. Members
shall continue to serve until a replacement has been appointed.
After a one year period of non-membership, a person shall
become eligible for reappointment to a Board on which that
person previously served.
g) Board members shall automatically be removed from membership
for failure to attend three successive meetings, excluding
workshop meetings, or at such time that the member's absences
exceed 25% of all scheduled meetings (including workshop meetings),
in a given year if the absence has not been approved by the
Board, in advance, for good cause shown. Members failing to
attend a meeting during at least 75% of the time the meeting
is in session shall be considered not to have attended the
meeting.
h) The Board consist of 13 members.
i) The Board typically meets on the day of its choice once
every quarter in City Hall Room 112.
Special meetings are called as necessary.
