Establishment:
Chapter 2, Article V, Boards and Committees, Division 3.5, Sections 2-286 thru 2-290, City Code (established by Ordinance No. 11-4951)
Board Membership – Qualifications and Other Requirements:
a) The Panel shall consist of five (5) members who are City residents, who are representative of the community and who shall be appointed in accordance with Section 2-287, City Code.
b) The City Commission shall initially appoint a person to chair the Panel from among the applications received. Appointment as Chair of the Panel shall require the affirmative vote of four (4) City Commissioners. The person selected to chair the Panel shall serve as Chair for his or her full three (3) year term as a member of the Panel.
c) The person selected to Chair the Panel and the City Manager shall meet to review the other applications received. The Chair of the Panel and the City Manager shall then agree to submit the applications of eight (8) individuals from among the pool of applicants to the City Commission for consideration. The City Commission shall subsequently consider the eight (8) applications jointly submitted by the Chair and the City Manager and shall, by majority vote, appoint four (4) individuals to serve as members of the Police Advisory Panel for three (3) year term.
d) The process for selecting a Chair and Panel members shall be followed every three years upon the expiration of the terms of the Chair and Panel members. The requirement of Section 2-262 of this Code that advisory board members serve staggered terms shall not apply to the Police Advisory Panel.
e) Members of the Police Advisory Panel shall be limited to three (3) consecutive terms, in order to allow for continuity of membership on the Panel. The requirement of Section 2-262 of this Code that advisory board members shall be limited to two (2) consecutive terms shall not apply to the Police Advisory Panel.
f) Vacancies on the panel shall be filled by majority vote of the City Commission from among applications submitted. A vacancy in the position of Panel Chair shall be filled by the affirmative vote of four (4) City Commissioners. An individual appointed to fill a vacancy shall be appointed for the balance of the unexpired term of the departing Panel member.

Meetings: The Independent Police Advisory Group meets every quarter on a Friday, at dates selected by the Panel at the previous meeting, at 1:pm in the City Hall.
