Tuesday, November 6, 2007 is election day with a General Obligation
Bond Referendum vote for the reconstruction of Ed Smith Sports Stadium topping the list.
There are also several amendments to the City Charter to vote on.

The ballot for voting in the bond referendum shall be in substantially

Shall the City of Sarasota, Florida issue General Obligation
Bonds, in one or more series, not exceeding $16,000,000,
bearing interest not exceeding the maximum legal rate, maturing
in 20 years or less from issuance, pledging the City's full
faith, credit and unlimited ad valorem taxing power, to partially
finance or refinance land acquisition in the City, and the
construction, reconstruction and equipping of Ed Smith Sports Stadium and
parking facilities
thereon?
Summary:
Amendment to require the use of the Instant Runoff
Voting (IRV) method for all district and at large City
Commission elections. IRV enables voters to rank all of the
candidates for an office in order of preference on a single
ballot: first, second, third, etc. Votes are then counted
in rounds until one candidate (or two candidates in an at
large election) emerges with a majority of votes cast.

Alternate Minimum Wage Amendment To The Charter
Of
The City Of Sarasota
Summary:
Amendment to require employers having 50
or more local
employees and receiving financial assistance or subsidy
of at least $100,000.00 from the City to pay those
employees a higher minimum wage, of no less than an
amount based on the federal poverty level for a family
of four, for up to five years. This amendment would
apply only to work performed within the City or
relating to the specific purpose for which the employer
received financial assistance.

Super Majority Vote For Certain Comprehensive Plan Amendments.
Summary:
Amendment to require the affirmative vote of four (4) City
Commissioners to adopt amendments to the Comprehensive
Plan that change the future land use classification of
property; that increase the maximum allowable density,
height or floor area ratio; or that add new future land
use classifications; providing that such requirement shall
also apply to transmittal of Comprehensive Plan amendments
to the Department of Community Affairs for review; exempting
Planning Board recommendations.

Two Hundred Dollar Maximum Campaign Contribution Limit
Summary:
Amendment to limit campaign contributions to candidates for
the City Commission to a maximum of Two Hundred Dollars
($200.00) per contributor, per election.

Campaign Contributions Restricted To Natural Persons Only
Amendment
Summary:
Amendment to provide that campaign contributions to
candidates for the office of City Commissioner shall be
limited to contributions from individuals or natural persons
only to the exclusion of corporations and other business
entities.

Hand Delivery of Final Treasurer's Report Amendment
Summary:
Amendment to provide that last period campaign treasurer's
reports for City Commission candidates shall be hand
delivered to the Office of the City Auditor and Clerk by
5:00 p.m. on the sixth day prior to an election.

Amendment To Change Dates To Allow For Counting Of Provisional
Ballots
Summary:
Amendment to provide that official election results shall
be declared and certificates of election shall be furnished
on the third day following an election so as to allow
time to count provisional ballots in accordance with
Florida Statutes.

Amendment To Allow City Manager
To Exercise Emergency Management Powers As Provided
By Ordinance.
Summary:
Amendment to add emergency management powers to the powers
and duties assigned to the City Manager, to be exercised
in times of emergency as provided by an ordinance adopted
by the City Commission. Said ordinance shall be in
accord with the Florida Statutes pertaining to the
exercise of emergency management powers and shall not
require the City Commission to
hold a
prior special
meeting to confer emergency management powers on the
City Manager.

Amendment Re Authority And Appointment Of Charter Review
Committees And Procedures And Qualifications For Appointment.
Summary:
Amendment to provide that the City Commission shall appoint
a Charter Review Committee having full authority to
review the entire City Charter at least once every
ten (10) years and to require the City Commission
to adopt an ordinance establishing the procedure for
appointment of Charter Review Committee members and
setting forth any qualifications for appointment.
