Gary
Laubacker, Chief Finance Management Analyst, Finance, was
hired as a Senior Accountant in 1982 and has accomplished
many goals in that department.
Working as the Chief Fianance Management Analyst, Gary’s
on-going duties include billing pre-annexation agreements,
updating bond disclosure requirements, preparing information
for rating agencies/bond offerings, projecting the City’s
revenues for budget and other purposes, interfacing with the
Citizens Tax Oversight committee, interfacing with the CRA
Advisory Board, presenting at the Citizens’ Academy,
preparing sections of the Comprehensive Annual Financial Report,
Collaborating on the Montly Financial Reports, Collaborating
on the Budget, and preparing financial analyses, as needed.
In addition, Gary has been a valuable member of the Finance
team by working on projects such as obtaining the Certificate
of Achievement in financial reporting award from the GFOA
(Government Finance Officers Association), obtaining the Distinguished
Budget Award from GFOA and serving as interim Finance Department
Manager for the Van Wezel Performing Arts Hall.
Gary is very customer service oriented. He takes the extra
time to give a full explanation to callers who have questions
about pre-annexation billings, real estate taxes, the TIF
district, etc. He is always willing to assist other co-workers
when a major deadline is looming or help cover the phones.
Gary’s willingness and can-do attitude makes him an
invaluable asset to the department and to the City.
