SUDAP was established to provide security deposits and utility deposits for low-income (below 50% of the Area Median Income) individuals and families participating in the Section 8 Housing Choice Voucher or Public Housing Programs.
In order to encourage good stewardship of private apartments and homes, tenants participating in the program are required to pay a portion of their required security and utility deposits.
The remainder is paid by SUDAP in the form of a 0% loan that is repaid when the tenant vacates the property or is no longer enrolled in the Section 8 Housing Choice Voucher or Public Housing Program.

OHCD accepts applications for the SUDAP program based upon the availability of funding from the HOME program.
Since all beneficiaries of the program must be currently enrolled in the Section 8 program or live in Public Housing in Sarasota County, OHCD informs Public Housing Authorities (PHA's) of the available monies. PHA's must then notify their clients that SUDAP monies are available and certify their applications as to income and need.
Certified applications are sent to OHCD for further verification. All potential beneficiaries must make an appointment with a member of OHCD staff for final approval.
