October 11, 2005 Adoption Version of the EAR

The City Commission adopted the Evaluation and Appraisal Report on October 11, 2005 and the text of the adoption version is available using the links below. The City will submit the report to the Florida Department of Community Affairs for a sufficiency review which should be completed by end of January 2006.

The Florida Deparment of Community Affairs reviewed the Transmittal Draft version and issued comments that have been addressed in the adoption version.

Chapter 1, Community-Wide Assessment

   
     
Section A, Purpose   This section identifies the citation from the Florida Statutes which requires local governments to adopt Evaluation and Appraisal Reports.
     
Section B, Profile of the City   This section provides a brief overview of the City of Sarasota including land area and population totals.
     
Section C, Updated Existing Land Use Map   This section describes an updated Existing Land Use Map for 2004 and includes a copy of the map.
     
Section D, Development Trends   This section describes recent development trends that have occurred within the City and which may be expected in the future.
     

Section E, Population Growth and Changes in Land Area (Annexation)

  Since the current version of the comprehensive plan was adopted, the City's population has increased from 51,650 to 54,639 persons and the City has annexed three sites totalling 10.37 acres.
     
Section F, Location of Existing Development Relative to that Anticipated in the Plan   Since 1998, development has occurred in those locations and at the intensities/densities anticipated by the comprehensive plan.
     

Section G, Urban Infill and Redevelopment Areas

  The City has designated two Urban Infill and Redevelopment Areas since 1998 - Gillespie Park/Park East and Newtown.
     
Section H, Financial Feasibility of Providing Infrastructure   This section overviews City provided infrastructure and services.
     
Section I, Relevant Changes to State and Regional Planning Requirements   This section provides a listing of changes in state law that need to be addressed in the revised comprehensive plan. It also discusses the Southwest Florida Regional Planning Council's Strategic Regional Policy Plan.
     
Section J, Assessment of the Existing Sarasota City Plan   This section of the report evaluates each of the 10 existing chapters of the Sarasota City Plan. The review identifies the purpose, an overview assessment, recent updates, and potential changes and evaluates the goals, objectives, and action strategies of each chapter.

Chapter 2, Major Issues   The State of Florida requires each local government to identify at least one major issue in the EAR. The EAR suggests four major issues which are: (1) economic development and redevelopment in Newtown; (2) attainable (workforce) housing in downtown; (3) transportation mobility in the downtown; and (4) potential loss of marine related land uses.

Chapter 3, Evaluation of Special Topics   The State of Florida requires that local governments evaluate the following topics: (1) evaluation of water supply projects that are necessary to meed demand needs; (2) property rights in the Coastal High Hazard Area; (3) coordination with the local School District; (4) evaluation of the Transportation Concurrency Exception Area; and (5) evaluation of developing a common transportation concurrency methodology.
     
Evaluation of Special Topics  

     
Chapter 4, Summary of Public Participation Activities   This section identifies the comments that the City received from Open Houses that were held in October and November 2004. Additional public comment that was received is alsoincluded. Staff developed sets of "themes" in order to summarize the comments.
     
Section A, Public Participation Prior to Public Hearings   This section describes meetings that staff attended in developing the draft report.
     
(A) Staff Observations of Public Participation Themes   Staff developed "themes" related to the comments received and provided an observation relative to each theme.
     
(B) Table of Public Comments Received   Summary of the written comments received. This summary was used to create the public participation themes in the previous section.

Appendix A, Land Use Survey Results for Laurel Park   This appendix contains the results of land use surveys conducted on April 16, 2005 for residents and landowners of the Laurel Park neighborhood area.
     
Appendix B, Land Use Survey Results for Ringling Park   This appendix contains the results of a land use survey conducted on May 14, 2005 for residents and landowners of the Ringling Park neighborhood.
     
Appendix C, Nature Conservancy List of Sites   This appendix contains a list of properties within the City that the Nature Conservancy suggests should be purchased and owned by public entities because of the environmental characteristics of the sites.
     
Appendix D, Recent Changes to the Florida Statutes Affecting the EAR   This appendix identifies changes to the Florida Statutes that became effective on July 1, 2005 that affect the EAR.
