The Florida Statutes, Section 163.3191, require the City to complete an Evaluation and Appraisal Report (E.A.R.) every seven years. The statutes also specify what type of evaluation must be conducted and what information should be included in the E.A.R.
  The regulations governing Evaluation and Appraisal Reports are implemented by the Florida Department of Community Affairs in Tallahassee. The Division of Community Planning, part of the Department of Community Affairs, maintains an extensive web page devoted to the E.A.R. process, procedures and requirements.
